Treasury delays report that could hit China on currency

Written By limadu on Sabtu, 13 Oktober 2012 | 05.32

China's yuan has risen against the dollar in the past few years.

NEW YORK (CNNMoney) -- The Treasury Department said Friday that it was delaying the release of a report on international exchange rates that often contains criticism of China's currency policies.

The semi-annual report, originally due next week, is frequently delayed. It will now be published at some point after the G20 Finance Ministers meet in Mexico City early next month, the Treasury Department said, meaning it likely will come after the presidential election on Nov. 6.

Earlier versions of the Treasury report have criticized China for intervening in the foreign exchange market to depress the value of its currency, the yuan. But the Obama Administration has stopped short of formally designating China a currency manipulator, a move that could lead to trade sanctions.

Related: Will China's auto boycott backfire?

Republican presidential candidate Mitt Romney has vowed to take this step should he win the election, a move sure to increase tensions in the already rocky economic relationship between China and the U.S.

The Treasury Department announced the report's delay on a day when the yuan reached its highest level against the dollar since 1994, when China first introduced its modern currency-trading system, according to Dow Jones. In the last edition of the report, published in May, Treasury credited China with "allowing necessary external adjustments to take place" to boost the yuan's value, though it urged Beijing to do more.

Although the Obama administration has avoided action on the yuan directly, it has filed trade cases against China over exports of rare earth minerals and auto parts, and has introduced tariffs on Chinese-made solar panels. To top of page

Target zeroes in on exercise fanatics

Target's athletic wear line, C9 by Champion, is opening its first stand-alone store in San Francisco, Ca., on Sunday.

NEW YORK (CNNMoney) -- Sports bras. Yoga pants. Spandex shorts. Athletic wear is everywhere.

Just ask Target. The cheap-chic retailer is opening a standalone store for its athletic line C9 on Sunday in San Francisco.

C9 has been a runaway hit for Target (TGT, Fortune 500). Eight years ago, C9 was just a line of sports bras made by sportswear manufacturer Champion. Today, C9 makes running shoes, snow pants, and sweatshirts for men, women and children. It also rakes in a billion dollars annually.

That puts it in the same league as the trendy yoga apparel maker Lululemon (LULU). Maker of the best selling $100 yoga pants called Lulus, the company has had one of the hottest stocks this year with a 57% gain, and expects to rake in $1.3 billion in annual sales. Compared to Lulus, C9's premium yoga pants will be priced at $40.

Related: Lululemon CEO: How to build trust inside your company

In a way, Target is following in the footsteps of rival Gap (GPS, Fortune 500), which also runs 28 standalone stores for its sportswear brand Athleta.

Athletic apparel has exploded in recent years, partly because of the focus on healthier, active lifestyles. From First Lady Michelle Obama's "Let's Move" initiative to New York Mayor Michael Bloomberg's attack on sugar-rich sodas, there's been a concerted move from public personalities to push for healthy living.

Active wear has also become part of many people's everyday wardrobes. More people are embracing yoga pants and hoodies in and out of the gym. Women's active wear alone has doubled in the last 10 years to a $14 billion industry, according to research firm the NPD Group. It is expected to grow 9% this year.

"It's one of the few categories in all of fashion, and all of retail, that has been consistently doing well," said Marshal Cohen, chief industry analyst at the NPD Group.

Cohen points out that active wear is one of the few lines of clothing that is constantly improving because of new technology, like moisture-wicking fabric and hidden pockets for keys. With exercise, also comes a lot of wear-and-tear, which means they need to be replaced more often.

Cohen expects growth for athletic wear to come in at lower price points, which could be a boon for Target. It already sells its C9 line in its 1,700 stores as well as on Target.com

Target said it didn't have plans to open more C9 stores yet.

"We'll take cues from our customers," said Joshua Thomas, a Target spokesman. To top of page

New $100 bills stolen en route to Fed facility

NEW YORK (CNNMoney) -- Unknown thieves stole a "large amount" of newly-designed $100 bills bound for a Federal Reserve facility in New Jersey on Thursday, the FBI said.

Frank Burton, Jr., spokesman for the FBI's Philadelphia division, said the theft occurred at some point between when the shipment of bills landed at the Philadelphia airport on a commercial flight from Dallas at 10:20 Thursday morning, and when the shipment reached its New Jersey destination around 2:00 p.m., when the courier service transporting the bills reported some missing.

Burton declined to comment on the amount taken, but said it was substantial.

Oil workers win big as U.S. wages climb

Written By limadu on Kamis, 11 Oktober 2012 | 05.32

Overall, U.S. workers received a pay raise in the past year. But oil and gas workers received the biggest wages.

NEW YORK (CNNMoney) -- Big pay hikes in the energy industry have helped fuel the biggest jump in U.S. wages in more than five years, according to an industry report released Wednesday.

PayScale, which analyzes data from more than 10 million U.S. workers, reported that workers in the mining, oil and gas exploration industry have seen their pay increase by an average of 4.9% over the past 12 months and that has helped to push the average U.S. worker's paycheck 3% higher over the same period.

That's the biggest increase since PayScale began monitoring compensation in early 2007. After languishing at or below 1% for 12 straight quarters beginning in the spring of 2009, wages have recorded strong gains the past six months.

"The pay picture is brighter than it has been for a while," said Katie Bardaro, lead economist for PayScale. "The increases seem to be accelerating."

After a brief slowdown in oil and gas exploration early in the recession, there has been a boom in the field. Drilling companies are flocking to places like North Dakota and the Northeast and prices at the pump have skyrocketed, nearly tripling since 2008.

Related: Double your salary in the middle of nowhere, N.D.

Oil and gas workers aren't the only ones coming home with fatter paychecks. In fact, all of the job categories that PayScale tracks saw pay increases during the past 12 months.

Information technology workers averaged a 4.5% increase in pay over the past 12 months. In places like Seattle, "there has been an almost crazy demand for IT workers," said Bardaro.

Pay raises in the utilities industry have also been strong, up 4.4% since September 2011.

Social services workers saw the smallest increase over the past 12 months, with their earnings up a paltry 0.4%. According to Bardaro, social workers suffered a drop in demand for their services when the economy began to brighten and there were fewer out-of-work Americans. In the early years of the recession, demand for counseling for substance abuse, health problems and troubled marriages was much stronger.

Pay raises varied a lot with location. Of the 20 largest U.S. metro areas, Houston recorded the biggest annual salary increase, 3.9%, followed by Dallas, San Francisco and Boston. All of these cities have heavy concentrations of either oil industry employers or high tech companies.

Phoenix, St. Louis and Baltimore workers fared the worst, with gains of 1.6%.

Related: America's most dangerous jobs

The pay hikes contrast sharply with pay trends at the depth of the recession. In 2009, the average U.S. worker's paycheck declined by 1.3% for the year.

A major contributor to the improvement is an increase in corporate profits. However, many companies -- still gun shy about weaknesses in the economy -- are reluctant to hire workers.

"Not everyone is hiring but they want to continue to increase productivity," said Bardaro. "It's cheaper to give someone a raise than to hire a new person." To top of page

Disabled voters face Election Day challenges

Disability rights advocates say more polling stations must be made accessible, as this polling station in Revere, Mass., was in 2006.

NEW YORK (CNNMoney) -- On Nov. 6, there's a very real possibility that many Americans with disabilities will not be able to vote because their local polling places will be inaccessible.

Advocates for the disabled are worried that local governments aren't doing enough to prepare -- as are some of the small businesses that outfit polling sites with ramps.

"We've gotten quite a few inquiries from major municipalities, but they're not following through to actual sales," said Dave Henderson, sales manager at EZ-Access in
Algona, Wash.

The family-owned business makes portable wheelchair ramps. Prices range from $500 for a four-foot ramp with handrails to as much as $4,000 for a 30-foot modular model.

In 2008, as many as 1,000 polling centers were retrofitted with the company's ramps, Henderson said. "For us, the election can be a big revenue generator."

This year, Henderson says he has gotten about 600 to 800 orders, and he's uncertain how the next few weeks will go.

Julian Gordon has similar concerns.

Gordon is the founder of Amramp, a Boston-based ramp-rental company that has locations in 46 cities. More than 100 polling places will be using its services this year, he said.

"Compared to last election, we could be doing about the same in business," he said. "What our franchisees are hearing is that in many places, money isn't being spent on buying or renting ramps for the polling sites."

EZ-Access and Amramp are at the forefront of what the disability rights community says has become a persistent problem.

According to a report from the Government Accountability Office, only 27.3% of polling places were fully accessible on Election Day 2008.

Related story: Obama vs. Romney: How they'd tackle deficits

The problems included a lack of steel ramps or curb cuts in the parking area, unpaved surfaces and 1/2- inch-high bumps in doorways. The main focus of the report was people who use wheelchairs, although it also chronicled some obstacles for visually-impaired voters.

Federal law, including the Americans with Disabilities Act, requires polling places to be accessible to eligible voters for federal elections. And through the 2002 Help America Vote Act, states can get federal funds to improve polling center accessibility.

Still, disability rights advocates say problems remain.

Recent reports from the field are troubling, said Curt Decker, executive director of the National Disability Rights Network, which gets federal funding to conduct a national sampling of polling centers ahead of general elections.

One example: "I've heard from our folks that some polling centers in Detroit are clearly inaccessible," Decker said.

Mark Cody, legal director at NDRN's Michigan division, said his office recently found several Detroit polling facilities that "didn't even pass the eyeball" test of accessibility. The vast majority of 67 polling stations evaluated were found to be inaccessible during the Michigan primary in August; the test covered about a third of Detroit's polling centers.

Janice Winfrey, city clerk for Detroit, said she and an election official visited all of the sites evaluated by Cody's office and determined that all met the minimum requirement by law to be accessible to voters with disabilities.

Related story: Obama vs. Romney on the fiscal cliff

"Do they have the best [wheelchair] ramps? No. But they are there. The elevator in one site may not be in the best location, but it's there," Winfrey said.

Advocates for the disabled in New York are also concerned.

"For the past nine years, random samplings of New York City polling places have found many with a 70% to 80% barrier to access for individuals with disabilities," said Julia Pinover, an attorney with nonprofit group Disability Rights Advocates.

The New York City Board of Elections told CNNMoney that it has determined that 57 of its 1,255 polling sites do not meet ADA standards. Among other things, it is mailing letters to offer voters at those 57 sites the option of transferring their registration to nearby sites that are accessible.

Advocates, as well as the small business people working in the field, say officials often cite a lack of funding as the reason more polling stations aren't accessible.

According to the U.S. Election Assistance Commission, Congress gave states about $3.25 billion from 2003 until 2010 to improve the voting process, the vast amount of which was for purchasing fully accessible voting equipment and computerized statewide voter registration lists. But a very small piece of that funding was made available to make polling centers themselves accessible.

Doug Lewis, executive director of the National Association of Election Officials, said polling center accessibility is better today than in the past.

"But are we fully compliant with the law all over the country? No," he said. "There is a money crunch right now. When that happens, progress stops." To top of page

Stocks look to snap slide

Click on chart for more premarkets data.

NEW YORK (CNNMoney) -- U.S. stock futures turned higher Thursday following reports that Japan's Softbank is in talks to acquire telecom operator Sprint Nextel.

Sprint (S, Fortune 500) shares surged 13% in premarket trading following a Wall Street Journal report, citing a person close to the negotiations, that SoftBank (SFTBF) is nearing a deal to buy the third largest U.S. carrier for about $12.8 billion. As of August, SoftBank's mobile arm has more than 30 million subscribers.

Earlier this week, there had been speculation that Sprint may make a play for rival MetroPCs (PCS, Fortune 500), which last week agreed to partner with T-Mobile USA operator Deutsche Telekom.

Prior to the reports, futures were mixed. Credit rating agency S&P downgraded Spain late Wednesday, and warned that the latest plan to recapitalize Spanish banks "still lacks predictability."

Joe Heider, managing principal of Rehmann Financial, said many investors were seeing the downgrade as a positive catalyst that could force Spain to finally seek a bailout.

European stocks started off lower, but rebounded as the morning progressed. Britain's FTSE 100 added 0.4%, the DAX in Germany rose 0.7% and France's CAC 40 edged higher 0.3%.

Meanwhile in Asia, South Korea's central bank lowered interest rates for the second time this year. Markets ended the day mixed. The Shanghai Composite slid 0.8% and Japan's Nikkei shed 0.6%, while the Hang Seng in Hong Kong ticked up 0.4%.

Maximize your frequent flier miles

Written By limadu on Senin, 08 Oktober 2012 | 05.32

Using frequent flier miles to get a rewards ticket is getting more difficult.

(Money Magazine) -- There aren't many travel moments sweeter than scoring a flight using frequent-flier miles. But with fewer seats to be had lately, landing a rewards ticket is getting trickier. Hone your mileage strategy by answering these three questions.

Where do you fly the most?

Domestic. Try smaller carriers like JetBlue and Virgin America, which have more flier-friendly loyalty programs than traditional airlines. Rather than earning miles, you get points based on what you paid for tickets, and can use those points for any seat on any flight.

International. Build your mileage stockpile with an airline that has a range of global partners for more options to earn -- and redeem -- miles. American Airlines, for example, allows you to rack up rewards on flights from 11 international carriers.

Are you willing to open a new credit card?

Yes. Frequent travelers should stick with a card from their usual airline to earn perks such as lounge access. Otherwise, go for a versatile non-airline card. Chase's Sapphire Preferred, for one, lets users redeem points with eight airline and hotel programs.

Related: Should I quit my job and travel the world?

No more plastic. Think outside the plane. Most carriers allow you to earn miles by booking with certain hotels and car-rental firms. Some hotel loyalty programs, such as Starwood Preferred Guest, will even let you exchange their points for miles with partner airlines.

When are you looking to book?

ASAP. Call a reservation agent. Yes, it will cost you $20 to $25 per ticket, but these airline insiders may be able to expand your options with an unexpected route or by overriding certain booking restrictions.

No rush. You'll have the most options 11 months before your departure date, when airlines release flight schedules. Can't find what you want? Check back often -- airlines sometimes add more mileage seats.

Reduce car-rental costs

Car-rental rates have dropped recently, but choosing the right type of agency can steer the bill even lower.

The little guys. If price is your main concern, look for small players like Sixt (located in Florida and Georgia) or budget firms, such as Fox Rent A Car and Advantage. Both offer rates as much as 50% lower than the major agencies. A caveat: Their limited fleets may mean less choice and availability.

Send your budget travel questions to the Help Desk.

Car shares. When you're staying in a city, your best option may be services (think Zipcar and Hertz On Demand) that let you rent a ride for just a few hours. Using one of their cars for two hours costs about 20% less than a traditional one-day rental -- and bypasses the hassle and expense of urban parking.

Big agencies. The well-known rental firms are the best bet when you need a certain type of car or a specific pickup time. To get the best deal, reserve as early as possible, but monitor rates on online booking sites. Prices often drop at the last minute, and you can usually cancel and re-book without a penalty. Matterport's 3D scans you can 'step' into

Using the same underlying hardware as Microsoft's Kinect, the Matterport scanner (right) creates sophisticated 3D scans (left) for a fraction of the usual cost.

NEW YORK (CNNMoney) -- Matt Bell isn't a big videogame player, but when Microsoft's motion-sensing gaming system Kinect came out in late 2010, a light bulb went off.

Bell envisioned using the Kinect's underlying technology for other things, like reconstructing the world in 3D. "I wanted to be able to scan a room, digitally send that to someone else and let them walk around in it on a computer screen," he says.

Creating a 3D scan of a physical environment is typically done with a laser scanner -- a process that's labor-intensive and slow, according to Sam Pfeifle, executive editor at the SPAR Point Group, a trade publisher for 3D imaging professionals. It's also expensive.

"A high-end laser scanner costs about $40,000," Pfeifle says. "The Kinect is basically a $150 version of that."

Bell dove in and started Matterport in Mountain View, Calif. with longtime friend and programmer David Gausebeck. Eight months later, they added Mike Beebe, who worked on 3D reconstruction for the military at Stanford Research Institute.

The partners created a handheld scanner that looked like a cross between a camera and a Kinect sensor. It worked well for scanning objects, but wasn't very efficient for interior spaces. Cue the redesign.

The latest model has a head that fully encloses two cameras sitting atop a tripod. An iPad functions as the remote. The device's innards use the same PrimeSense hardware, repacked by Asus in its Xtion motion-sensing system, that Microsoft uses for the Kinect.

Hit "scan" and the head starts turning 360 degrees, while the Matterport's iPad screen shows the model being built up in 3D. After it's finished, an email goes out with a link to the scan on a private site for clients. The owner can view it, share it, take measurements or make notes on it.

"We want people to be able to communicate in 3D," says Florence Shaffer, Matterport's director of strategic partnerships.

One of the company's first scans was of elite tech incubator Y Combinator's 3,500-square foot office space in Silicon Valley. (Matterport was selected for Y Combinator's first 2012 mentoring class, which ran from January to March.) It takes about 45 minutes to scan a space that size.

To understand how the scanner works, think of each captured image as a jigsaw puzzle piece. The scanner's cameras produce individual 3D snapshots, which the software fits together. Aligning all those images is a complex process. It took Matterport's founders about six months to develop a prototype that worked. Then they spent a year talking to customers to refine their device and make it easier to use.

The company is currently running off a $1.6 million round of seed funding and a small cash injection from Y Combinator. It has just begun delivering scanners to paying clients, although it still considers its technology to be in "beta" through the end of this year. Pricing details are still being worked out, but Bell says that the cost of a Matterport scanner will be "a small fraction" of the cost of a laser scanner.

SPAR Point's Pfeifle says Matterport created something no one else has yet: an industrial device based on Kinect-like technology. "This is the first time I've seen anyone come out with a product meant for commercial use and not video games," he says.

He thinks the company's biggest challenge will be simply spreading the word that it exists. "There may be problems that the scanner could solve that Matterport's people haven't even envisioned yet," he says.

Matterport's early customers are mostly large companies in the construction, real estate and retail industries.

"You could scan the construction site every day, which would allow you to intervene before there are any big problems," Bell says.

For retailers with stores spread out geographically, 3D scans can provide a detailed window into the physical layout of merchandise at the store level. Real estate agents could use Matterport's scans to allow their clients to virtually visit a house.

"Panoramic photos don't let you walk around in a space the way a 3D model can," says Bell. They also don't let you see if your couch fits in the living room, as Matterport's scan does. That's one reason why Manhattan startup Lofty is using it.

"Matterport's technology blew me away," says CEO Dave Eisenberg, who hunted through many of the commercially available 3D capture options.

Lofty takes 3D models of home and office spaces and makes them usable on the web for consumers. CEO Dave Eisenberg says his team is building software to layer on top of Matterport's scanning technology: "We will beautify the 3D models, making them more user-friendly for those who aren't familiar with 3D." Single mom starts bike shop for women

(Money Magazine) -- Robin Bylenga's working life hasn't always been a smooth ride.

Nine years ago, the then newly divorced mother of three young kids reentered the workforce and began honing a career in sales through a series of positions -- the most recent of which involved peddling L'Oréal hair products to beauty salons. While Bylenga liked the paycheck, the travel and long hours required took their toll.

Looking to unwind, she climbed on a bike for the first time in years. Something clicked. "I rode and rode and rode," Bylenga recalls.

When she was laid off from L'Oréal in 2009 after her division was sold, she decided to take an interim job at a local cycling store.

Within no time, she says, "women began to come in just to talk to me, and to ask questions like what trails were good with kids and what bra I wore when I rode."

The experience gave her the idea to create a bike-shopping experience for women that, as she says, wasn't all about how fast you rode or what scars you'd acquired. She imagined a boutique featuring feminine décor, stylish cycling apparel, and positive messages.

In December 2010, after a year of researching the market, Bylenga opened that store, called Pedal Chic, in downtown Greenville, S.C.

Related: Reinventing the backyard BBQ

To drive traffic to the shop, she has hosted weekly group rides -- which are BYOBB, "bring your own beverage and bike" -- and offered maintenance classes called Women With Wrenches.

Last year, revenue hit $250,000. Based on sales so far, Bylenga expects to take in $500,000 in 2012 and reap her first profit.

She's also now paying herself $1,000 a month. While she could take more, she'd rather pump cash into growing Pedal Chic's e-commerce business.

Her next big goal is to expand, either by franchising or opening boutiques within larger retailers.

Related: An artful transition: Employee to business owner

For now, though, she's happy with her return on investment. "Every time I help a customer find women to connect with through cycling," she says, "it's a payday."

HOW SHE DID IT

Profit she made on her trial run: 200%
Before deciding to open a store, Bylenga wanted to make sure she could make a go of it. So she invested $500 in a small inventory of women's bike apparel to sell at a local bike race. After parlaying that into $1,500 in sales, she was convinced.

Amount she needed to start Pedal Chic: $50,000
The majority came from a five-year, 3.5% startup loan from Michelin Development. She also personally invested about $10,000. Together, the money allowed her to sign a lease, buy inventory, and hire five employees.

When Bylenga expects to match her previous pay of $60,000: 2014
In tandem with the child support she receives from her ex, her salary -- albeit small -- allows her to scrape by while reinvesting in the business. Because she's been in belt-tightening mode, she hasn't yet added to her savings but notes, "Pedal Chic is my retirement fund."
